Not sure about the Herring but years ago I brought frozen smelt to Kipawa per an article I had read about early season Northerns. Fishing in close proximity to the Walleye spawn beds using a bobber rigged dead smelt produced very large snake catches. I've got a 47", 24 lb Pike mounted in my den as a result of this adventure. I gave the idea up after a day of putting up with the stink of rotting smelt. It worked, my wrists got tired and I'm a believer but I didn't enjoy the still fishing. Never quite got into the drowning of worms, leeches, minnows and other such bait.
